Couple of possibilities I can think of - sounds like the bulb is trying to start but cannot - turn off power to it till fixed as that will fry the bulb in no time flat.

1) the bulb is not making contact on all the prongs/contacts - try turning power off and removing bulb, look at contacts to be sure in good shape (on bulb and in the ends of the fixture) then reinstall the bulb.

2) bulb is not an exact match - may take a rapid start bulb and yours is not

3) ballast, if yours has one, is shot - which could mean the old bulb might actually have been OK and the ballast (which provide higher voltage to initially energize the gas in the bulb during starting) was dead so it could not start the bulb.
