An appliance repairman tried to fix my fridge in the process created a new problem - who is responsible the cost?

Appliance repairman said he took out the motor to my ice dispenser and shorted out a circuit board which in turn took out the water dispenser and ice maker as well as the lights in the freezer part of my refrigerator. He will not take responsibility for the new repair that needs to be done now because he said it was something he could not foresee there must have been a short in the refrigerator wiring. Who should have to cover the cost for the new repair me or the repairman?
