I want to put storm windows on and don't want to invest in an extension ladder

Search the List (in green banner bar) for local Equipment Rental places and their ratings and reviews - all rent ladders of various sizes as well as scaffolding. I would strongly suggest you also get a stabilizer bar for the ladder - looks like this -

and makes ladder FAR more stable - probably only add a dollar a day or so to rental cost.

Also - for sway stabilitiy, I would get a much longer ladder than you need - say your windows are 12-14 feet off the ground - a single 12 foot ladder has a lot of sway in it, but if you get a 24-28' extension ladder for a couple of dollars more a day, then you are dealing with a double ladder for almost the full height, which will be a LOT less bouncy or springy. Just be sure to the collapsed ladder length is not more than the distance to the bottom of you second story window sills, so it will fit between the window sill and the ground in collapsed configuration.
