Can I post review of a contractor who we had very bad experiences without joining?

We hired a plumbing contractor from a reputable company who claimed they would do their very best. As it turns out, that has been a complete lie because the workmanship is par, they didn’t show up when promised, brought the wrong parts, damaged a gas line, and took 2 full days when we were promised it would be completed in one day. Not to mention the family's stress level not having hot water or gas when promised. We really don’t want anyone to deal with the issues we have so how can I post something about this company without joining Angies's List because funds are extremely tight.

Yes you can! While the grade you assign them will not count towards or against their GPA, your opinion still does count and I'm sure our member's would appreciate it!
