Can a member make a complaint about a company who only went by at customer request for a free gutter estimate?

Customer called office requesting a free quote. Customer wanted a estimate as soon as possible because she is going to have other home improvements performed around her home done this summer. Company contacted estimator who was already in the field with customers information. Customer stated any time was fine. She did not request an appointment stating she would be around. Estimator went to customer's home, she answered door he introduced himself & proceeded to take gutter measurement's. Customer than called back to office speaking with receptionist asking that a quote be given with her removing gutters & how much it would be with company removing gutters. The estimate was emailed to the customer the same day with both prices. The company has it in the sent box showing it went through just fine to the email address given. The company has no problem forwarding the email to Angie's List providing proof that the customer received it on the same day the estimate was given with.

You entered this in the Questions section of Angie's List. From your question, it looks like you are a contractor/vendor who received a negative review.
