Depends a LOT on existing wiring and plumbing, whether plumbing and electrical would have to be run under a concrete slab or tear into existing finished walls, and of course on how high or low end you are going on the finishes and appliances and such.

I would say about $10,000 bare minimum for a normal small basement apartment kitchen and more commonly like $15-20,000. Mid-range probably more like $20-30,000, and high-end more toward the $50,000 range from there.

This assumes legal to put one there, that the added bedrooms do not mandate a septic system or well capacity upgrade in your area, that your electrical system has the capacity for the added electrical loads (especially range if electric), that the water heater has adequate capacity to serve that new function as well, and that you have legal egress or can be easily done if truly turning this into an in-law "apartment, which commonly requires separate egress door.
