Probably an "air" switch - basically a big push button which pushes a shot of air through tubing to the real shutoff switch - to avoid having electricity near wet hands. If that is the problem (as opposed to the actual electrical switch or other control board issue) likely about $25-50 parts plus service call charge of around $100-200 by a Pool and Hot Tub (or is it Pool and Sauna ?) vendor who does service, because few Plumbers do whirlpool repairs.

If the problem is control board or the electrical switch, could go up 50-100% depending on what has gone bad.
