Do irrigation system contractors certify backflow devices when the replace damaged ones?

I had the backflow device replaced in 2015 and the city is telling me that I need to have certification every 3 years. The certification on my old device was 2013, so they say that my new one is not certified. The spinkler system contractor (which has backflow certification) says they can send me the invoice for the part and work done, but not certification. That is separate. Why would they install a backflow and not check it to make sure it is compliant and certify it upon install? is this just way to get more money? It had to be tested on install.

If your system has to have a certified backflow preventer, it is almost certain that a backflow test and certification has to be done when a new one is put in - but not in all code areas. Some areas presume that a new one will work correctly and do not require a new certification at that time.


I would call the city agency dealing with this certification and clarify if the contractor should have done a certification when he installed the new one (in which case he should do it and give you a certificate now for no extra charge), or if it is presumed OK when newly installed in which case a copy of the invoice showing a new one was installed should suffice for the city to serve as a certification on that date - restarting the 3 year recertification interval.
