You will undoubtedly need an architect to do the plans to get a building permit and for builders to bid on the job and the successful one to bid to, and the architect can give you a better conceptual and/or engineer's estimate of the cost for your specific concept and location.


And note in some of the responses that in many cases, you can build a brand new addition of equivalent square footage above ground (assuming your lot has room and code allows it) for close to or not much more than deepening your basement, because you are not just deepening and basement - you have to redo or extend the foundation down as well. I have seen jobs where a one-story addition WITH basement was no more than significantly deepening and finishing an existing basement under a house.
