Normally the roofer would have done all that - water barrier and roofing probably in the $5/SF range - or around $1000 ballpark assuming you mean conventional asphalt shingles or tarred built-up roofing - possibly $1500-2000 range for an emergency job within a day or two.


Note if the roofer can't get at the shingle job immediately then water barrier should be put down, tucked well under any uphill shingles and water barrier there (removing nails in lowest shingle row to get underlayment abvove them) and temporarily overlapping the downhill shingles if torn-off area does not go to the lower edge of the roof, because you do NOT want rain coming through your new sheathing OR running in under the existing shingles.
