If this is wood framing on the windows themselves (which would likely mean the outer frame is original and the vinyl window elements are replacement windows), check out the previous similar questions in the Home > WIndows link, under Browse Projects.

If you are just talking outside trim or brickmold and sometimes outear sill which is just fastened the the window frame and/or siding rather than part of the actual window frame (even though it may have come attached to it), then for many windows I would use a Carpenter - Woodworking (your Search the List category to find well-rated and revewed vendors for this). For small amount I would be looking for a Handyman.

Note, especially if you have wood siding, that in tearing out rotten trim/facings they may come across rot in the framing or siding which may need to be remediated - so depending on whether this is superficial dryrot or just some crazing and cracking, or serious deep rot and fungal growth and such, it may be better in severe cases to bring in a General Contractor who does a lot of window and siding work, so you have one contractor who can do the entire job under one contract.

In case you wonder why I did not say a Window contractor - if you can find one who does window repairs fine, but these days most of them do not do repairs - only replacements.
