How can I get my neighbor to remove a spite fence made out of railroad ties and trees directly in between Driveways

I'm planning on going to City Hall to find out where the property line is because judging by the neighbors fence on the other side of the block , my fence is actually at an angle from the corner of the lot and I lose about a foot or two by the end of the supposed property line that my neighbor put the railroad ties on. My driveway is extremely narrow and my house parallel to the trees that she planted right in the middle of the gravel driveways making it impossible 2 Park right next to my house. I frequently trip over the railroad ties getting in and out of my car and trying to get my van to the garage is a hassle. I have tried speaking reasonably to her about how inconvenient it is and how big of an eyesore it is but she was stubborn and claims that I'm just like the mean old guy that lived in my house before me. Apparently he used to park in between both driveways and that's why she put down the railroad ties right in the middle. I live in Evansdale Iowa. Moved in 3 years ago.
