As for licensing, a few cities license trades - usually it is by state. Google something like this (obviously putting in your city or state name) - California tree service licensing - and you will find links to licensing agency lists of currently licensed contractors of various types.

However, many states do not license arborists or tree removal services, and others license them under Landscaping or Yard Care, so you will have to check your state's licensing agency website for the applicable license title.
