Probably starting around $500 installed for a toilet-width shelf unit, and on up depending on size and materials and finish and such. For a cabinet with double doors I would be expecting no less than $600-700 bare minimum installed, more like $750 and on up if built into the wall. $1000 range would not be at all unusual for this sort of 2-door hardwood cabinet.

Cabinet Making would be the Search the List category for this work.

I would look at what is available off-the-shelf and install it yourself or have a Handyman install it for maybe $100-200. Check out Home Depot/Lowes, Target, Wayfair websites for examples - LOT of off the shelf options out there. And google this search phrase - over toilet cabinet. Go around to local cabinetry and kitchen/bathroom fixture stores to see what they have in stock too.

BTW - depending on what you want, you might be able to use an off the shelf overhead kitchen cabinet in the finish you want.
