Well that makes it simple - only one way to communicate, one way to ask - by mail (though I would bargain the renter has a contact phone number in case of maintenance issues).

He has no obligation to remove it unless the species is banned in your state - droppings from trees are considered to be mother nature's work, not the neighbor's fault.

However, with certain limitations and (if it will permanently damage or may kill the tree) sometimes specific state mandated advance notification requirements regarding your intent, generally speaking [barring protected species and historic properties and such] you have the right to trim nuisance branches on your side - I have seen cases where the side of a tree was scalped to the property line.

Of course, finding a Tree Service to do a boundary tree trim job can be tough because too many have gotten into a hassle over it - some of those who will do it require you have a surveyor direct them as to the property line on the branches as they cut (with a laser or optically) before they will cut, and of course if they have any sense they will make you sign a liability release in case the neighbor sues them.
