I need an 8'×9' garage doorway cut thru concrete reinforced cinderblock

First thing you need is an Architect or Structural Engineer (either independent or working for an Architect/Engineer firm to design the supports needed to replace the wall portion you are looking at taking out - because you will need at minimum a load-carrying beam over the door, and quite possibly (especially in seismic areas) a full portal frame around the opening. Depending on wind/seismic design loadings, the remaining portion of the wall over the door may also need additional rebar and grouting to beef it up to help span over the doorway.

Then for the cutting, a specialty concrete cutting/sawing company would be the normal contractor for this. Or if using a General Contractor for the whole job (cutting, new door, painting, etc) he may get a specialty contractor, or possibly (though not likely) have the equipment for it. I say not likely because many concrete or general contractors can do limited concrete/cinder block cutting, but the vertical and horizontal cuts for an opening like yours is beyond the capability (at least of getting it square and even) of most non-specialty firms.
