Tough question - ideally I think the old gutters would come off first, then pressure wash, then put new gutters up. That way any ladder work during the pressure washing does not damage the new gutters, and any gutter debris from the old gutters (if you hae them now) getting on the siding does not mess up a newly cleaned siding.

Of course, if it turns out that your fascia (behind the existing gutters) need reconstruction or painting, then they would have to be careful about messing up the siding if it was cleaned first - so I guess if you can't get the old gutters off first and do any fascia repairs/painting, then pressure wash before putting the new gutters up, I would do pressure washing first ONLY if they are going to be leaning ladders against the gutters (working from above which is the best way to pressure wash but is generally not done) whjich might crush them - so I guess if doing the gutters needs to be one-stop job I would do them first, then the pressure washing so there is no chance of the gutter guys dirtying up your clean siding.
