I have a fraudulent $9.99 charge from Angie's List on my bank statement why can't I speak to someone about it?

I have two $9.99 fraudulent charges was on my bank statement (2016 and 2017) and I can't speak to anyone from your company to unsure it never happens. it was a totally charged without my express authorization. My bank is aware that this charge is a fraud and I'm going to reach out to paypal to unsure it doesn't happen. But for stealing $9.99 from me I would hope I can get someone on the line about this.
