Most new laptops will come with Windows 7 pre installed on them. My personal recommendation is that you have at 4 gigabyte of RAm in the system. You probably will not need more than that for normal use - Internet, Email, Word Processing etc. There are quite a few good one in the price area you mentioned. Several of my customers have purchased Dell Inspiron systems in this price range. I also a a few that have purchased HP systems. There are also ASUS, Acer, and Toshiba systems in this price range. My preference is for HP or Dell. I believe they have better support and better quality systems. The systems will come with either Intel or AMD microprocessors. My preference would be for Intel, though to be honest is not much difference between them for those who use a computer for normal use. If you are looking for a good gaming machine I would recommend something different but it would also be much more costly than what you have said you want to pay.
