Insulation would be your Search the List category - or perhaps a mobile home maintenance company (not an AL category). Depending on how hard the liner is to open up and put back up (i.e just draped under or screwed/nailed into place) and of course assuming decent access (spacewise and not having to move accumulated junk and not crawling in animal xxxx or spilled sewage or insects or such), I would think about $250-500 would probably do the job if fiberglass batt - probably $500 or plus some if foamed-in-place insulation.
