You are in one of a half dozen or so special pearmit areas in San Diego County - though I could find no Campo permits as such - appears Campo is unincorporated so the building permits go through the county.

Here is a link to their website -

Generally, reroofing without enlarging or raising the roof does not require a building permit except in areas where permits are used primarily as a fund-raising mechanism as opposed to for public safety - and also generally DIY work on an owner-occupied home does not require a permit - but there are alqways exceptions. I would contact them and check - I could not find anything specific on their website about reroofing.

Also check with Planning and Zoning - being in a special regulatory area leads me to believe there are special covenants there, perhaps relating to colors, etc which could affect your roofing materials selection.
