Electrical outlet - you need an Electrical contractor, for typically $250-500 range depending on how far he has to go to find a convenient place to tap the power from - plus several hundred $ typically for drywall/plaster repair and repainting.

If you mean a cable TV plug, commonly the cable TV company will run additional wire around the outside of the house and come in through the wall for $100-150.

Otherwise, electrician or TV Service - Cable company (an antenna/cable installer) can do this too. Be sure they use comparable rated cable or better - there are several grades and diameters of cable, and use the cheapest on and you can end up with degraded image - or if it has internet service on it too, dropping out or slow speed on your data service.

One other alternative - if there is a coaxial cable outlet nearby, there is no voltage to speak of in it, so if you can find a convenient place to route the cable (tucked under carpet say, avoiding the tack strips) and protect it against being walked on where it crosses doorways, you can buy connectors and pre-made up cables of various lengths at box and electronics stores (go with the gold-plated connector type - MUCH better connection for little more $) and just extend from that outlet to where you want the TV.
