I replaced a furnace which was paid through my Insurance company.

The Insurance company specified in two letters that when the furnace was complete they would issue a recoverable depreciation check. The price of the furnace went over by 650 dollars. They do not want to give me the full depreciation check but only the rest of the money due for the furnace, Is this proper procedure or should I receive the full amount of the recoverable depreciation check?
I may have used the wrong email address and I am sending again with a correct one.
