I had vinyl replacement windows installed, the installer didn't use any sill tape. Is this correct procedure?

New build vinyl windows with integral flange were removed. house doesn't have house wrap installed. the new windows were centered on a 2x6 wall leaving 1 inch of sill exposed past the exterior of the window. j-channel and exterior flashing were then installed. I asked installer about the sill flashing tape and was told that was for new build only. They didn't seem to understand the difference between house wrap (tyvek) and sill tape (protect-o-wrap or butyl tape).
