My guess - it needs priming - since it actually ran out of gas, the fuel bowl and carb and fuel lines are all empty - so you would have to go through the priming procedure to get fuel into the system before trying to start it.


Other possibility - it pulled in debris/rust or water from the bottom of the tank when it ran out of fuel, and the tank inlet screen or the fuel filter are plugged. Disconnect fuel line and blow backwards into the tank to clean inlet screen (unless there is a layer in the bottom o fthe tank, which would need removing) - and clean fuel filter/replace filter cartridge/clean fuel bowl as applicable to your particular generator.
