In split HVAC unit, is it worth $1650 more for a 16 SEER, 2 stg gas, var speed heat over 14 SEER without these

I need to replace a very old split central heat and air unit. Covers a 1500 SF area. Is a split HVAC, 16 SEER, 2 stage gas valve, variable heating speed unit for $7150 at 5.9% interest worth the cost difference over a 14 SEER without 2 stage/variable options at $5500 for 9.9% interest?

We have been told no by the company we are dealing with for a new unit, he says you can never recover the extra cost that you pay. He seems like a very honest man.
