Insulation for attic renovation

I’m want to renovate the attic room (3rd floor) in my house in Charleston, SC. Right now the room is so hot and humid after June that it’s unlivable. What is the most effective insulation to use? I want to pack in as much insulation as possible and seal the living space so that I can control the humidity and keep “palmetto bugs” OUT. Do you have suggestions?

Go to the web for spray foam insulators if the cavity is empty. It provides a high r value and stops the air (bug) intrusion.
