One related issue - whether he can bill you reasonable costs for consolidating and presenting the documentation - generally that would be an overhead item so no direct charge, but if a true cost-plus contract where only his direct costs and direct overheads are being billed, with no G&A (General and Administrative) overhead markup, then charging for labor and copying charges would generally be acceptable as well.
