Lower window sash slides down, can it be fixed

Almost all windows can be serviced. It all comes down to parts being availble and the cost of the labor to do the service. Spiral balancers (which are aluminum tubes in the side walls of the window can be adjusted for more tensoin). Sometimes the mainframes of the window can be adjusted to create more tension on the sash. You are looking for a window and service technician. Send the tech from your area pictures of the balancing system and you should be able to get a price for the service to be done.
