If you mean a "Main Breaker" - meaning a household total shutoff circuit breaker on the 220/240V incoming line that feeds your distribution/breaker box (with all the individual circuit breakers in it), probably no less than about $300 and likely more in the $300-500 range. And bear in mind, if the pipe is so close in front that the breaker box cannot reasonably be removed from the wall due to clearance issues, will push your price up about $30-100 for a new box to install in the new location.

To be perfectly honest, I would say in probably at least 9 out of 10 cases, moving the water line would be easier - just dogleg it as clear of the box as you want - though if imbedding in the exterior wall coupld come up to about the same cost overall after wall repairs. But otherwise I would get quotes from Electrical contractor(s) for the breaker box relocation, AND from plumber(s) for the pipe relocation - I am betting the latter will be a lot cheaper.
