Repair or replace windows?

We have a 1917 home with original windows. They're very charming (wavy glass & all that) but hard (or impossible) to open and terribly energy inefficient. How do we decide whether to replace them or repair them?

as long as your house is not landmarked or in a historic distric , change them for high performance windows. Make sure what you buy matches your homes decore, but ultimately you'll save tons in heating and cooloing if you buy the right windows. www.tripane.com
