Rust showing through paint on the edge of the roof

When I had a new roof (cement tile) put on my house several years ago, the new drip edge was apparently not primed correctly before it was painted (with alkyd paint). Rust is beginning to show through the paint. What is the best way to get rid of the rust and would oil-based paint be a better paint selection?

Yikes. That sounds like something you should have looked at. Depending on where the rust is coming from, you might have a more serious problem than poorly-applied primer.
