Separate shower pressure and temperature controls

I have tile walls in my shower with one water handle. The more you turn it up (for a stronger spray) the hotter it gets. And for a soft spray, the colder it gets. I would like to be able to control the hot/cold water with a separate handle. Can this be economically done?

plumbing code in ohio says we need a mixing valve that is tempered so you will not get the thermal shock and it limits the temperature.
