Steam Shower Bench

Newly gutted bathroom had steam shower reinstalled which includes a bench. The hand held spray hits directly on the bench seam, where top tile meets side. After the leak was noticed downstairs in the kitchen the plumber pointed out missing grout at this seam. The company that originally did all the work is trying to tell us that just putting some grout and sealing will take care of problem. My problem with this is why the new shower leaked and I thought that grout was porous to being with. I was told by plumber that there are more serious issues, the shower should not leak and the solution they are suggesting is nothing but a temporary fix at best.

Sounds like that is a plumber to hold onto - unfortunately, the tile guy maybe not so much.
