The metal at bottom of garage support column has rusted away

I have a metal/steel support column filled with concrete in the middle of my garage. It stands in the center of my two car garage. At the bottom of this column the metal has rusted off. The concrete is exposed anywhere from 1/2 inch to 1 inch completely around the column. Do I need to replace the column ( house built late 1960's)? Or can I just 'fix' the damage to the column? Can the concrete, which has tiny/small pockmarks/chips, be filled? Can the rusted metal that has been sanded and sprayed with LOCTITE extend rust neutralizer be repainted?
