Upstairs rooms are very hot, hotter than outside. Was a design flawed in venting the heat?

I had a partial second floor added to my house. The roof is steep, Tudor It has a solar roof fan, and vents. It got unbearable during last summer's heat wave, and again this past weekend. It didn't get quite this hot inside before the addition. What else can I do to vent the hot air, beside windows and fans? I only turn on the AC as a last resort, and even that takes hours to cool the house down.
