Furniture Repair and Refinishing would be the Search the List category to find well-rated and reviewed shops for this type of work - be sure when you call to discuss whether you are delivering and picking the chairs up or if he is - will be a cost difference unless you are talking a lot of chairs.

For recliners like LaZBoy, you can also commonly find manufacturer website lists of repair facilities - sometimes you can also get a recommendation from a furniture store (not box stores) which deal with that brand chair.

Casters, especially locking ones on dining room chairs - does not sound very feasible to me. Unless these are for small kids who will be lifted into the chair, or elderly/infirm people in a nursing home or such who will be wheeled in and out from the table by staff, so you are trying to lock them down to keep them from pushing back from the table, casters sound like a no-go because you need to be able to pull the chair in and push it back while sitting in it, which locked casters would prevent - and once at the table not at all easy to self-lock or unlock.

Also, unless very heavy duty Captains chairs or such, most dining room chairs cannot take a caster stem being put up into the usually qenlarged foot or such, which would not look very nice probably.
