Water heater just luke warm. Have replaced both elements and thermostat, adjusted themostats and still luke warm?

Richmond electric water heater. Water is mildly warm but cannot get the temp to go any higher. We have replaced both elements and both thermostats and then readjusted the thermostats and water is still only warm and not hot. We checked the power outage and the lower unit reads that it is getting power(230 amps) as is the upper . When we removed the heating elements they didn't look bad. We are perplexed.
