This is not a garage, from your description - this is essentially a stand-alone small house. You did not say anything about HVAC - this size building is unlikely to be serviceable from your existing system, so that is needed too.

You need to be see an architect for design considerations, plans, and permitting assistance, as well as help in obtaining and contracting with a builder.

VERY rough cost - extremely bare bones might run about $35-50/SF, or about $40,000-60,000 depending mostly on how deep foundations have to go in your next of the woods. If built to house standards and HVAC included, more likely in the $50-80/SF range, or $60-100,000 range.

Be sure to check your land use and planning regs before you get deep into this project, to be sure you are allowed this large an outbuilding, plus it may likely be considered a detached dwelling unit because of the plumbing, etc.

If it IS allowed, you might also want to consider upgrading the overlying space to a full apartment as a legal dwelling space, for not much increase in cost relative to the possible resale value as an in-law or servant's quarters - talk to architect and a Realtor about possible value bumpups.
