Oh - here we go - every answer you get will push a different system. You can find a LOT of previous commentary on gutters in the Home > Gutters link in Browse Projects, at lower left. Also about gutter covers in that link.

My rtecommendations -

1) if going with steel or aluminum, buy the heaviest gauge they sell, though granted that is not as important in your area as in areas with ice and snow or real heavy winds being common.

2) bear in mind in comparing bids that you should be FIRST choosing size and metal weight for the gutters, THEN require that all bids are for the same size/profile and weight, otherwise someone bidding small cross-section or lightweight gutters will obviously look better than one proposing heaiery-weight or oversized gutters. Though granted, in your area, especially if a typicall fairly low-slope California roof (say 6:12 or flatter slope) going with the heaviest gage steel or largest cross-section might not be justified by your climatic conditions. (I would always recommend the heavy gage aluminum if going with that just because all aluminum gutters in residential weights are pretty flimsy).

3) if within about 5 miles or so of the Bay, I would stay away from steel (or copper, if you don't want it tarnished real quick) - too likely to rust on you unless the extremely expensive stainless steel. And if going with the rare stainless - NOT chinese steel - so much of their "stainless" steel is far from being that.

4) my personal preference and recommendation - Genova RainGo vinyl gutters and downspouts, which are also almost always cheapest, and are very easy to install yourself if you are not afraid of a bit of ladder work. No corrosion, very tough and durable, very long life (mine, in a fairly severe climate, are about 30 years old and just starting to show a bit of whitening from sun expoure on a few surfaces) - available in a milk chocolate brown and white but they do take latex house trim paint fairly well if chemically etched and cleaned with paint thinner first.
