What is this teal colored stuff behind my fake paneling?

Im ripping the paneling down and I'm just wondering if its safe to just paint over it? Durable? Thanks :)

Sounds like old greenboard.

Green board was advised for rooms where high humidity or water would cause a potential problem. In many states It is still used in laundry rooms and bathrooms.

If the greenboard you've discovered behind the paneling wasn't previously painted; it should be properly sealed before appling a latex paint or wallpaper. If you are overzealous with the ripping, you might compromise the surface. skin... don't. Talk with someone knowledgeable at your local home improvment store.
