When pressure washing house, is it normal for the company to use one homeowners water to wash other homes nearby?

We have a pressure washing company with our HOA, and I noticed today their hose was attached to own house, but they were washing a house that was 3 houses down from it. Just doesn't seem right.

Assuming you pay for water consumption (not a flat rate per month) that is called theft - I would contact the HOA and have them tell the contractor in no uncertain terms that each resident pays for their own water and to connect to the unit being washed.


For a one-time event, assuming normal size unit, you are talking probably 200-500 gallons of water, so in most areas only $1 or less of water value, so not a big thing unless in a drought pricing area where water cost is high and at punitive rates - at highest reported cost in US for a public water system (Monterey Peninsula) at $0.02/gallon, might be worth $4-10 per unit for the water - which is probbly not worth raising a major fuss about for one time occurrence but certainly worth preventing happening again.


Contractor may have thought all water was common in the building (included in the rent and not inidividually metered for each unit), or just got lazy and ran the hose as far as it would reach before connecting to a new spigot. Some HOA's/condo association buildings also have the outside spigots all on separate piping paid for the association (all outside water use being considered for common good for watering, though that ignores wading pool filling and car wahsing consumption) so they may have thought this was HOA water for that reason.
