I have used both with equal success. It all comes down to your budget and personal taste. I use chrome in cases where the drain is very noticeable. When the drain is inside a cabinet, under a sink, or in a place where you do not care if anyone sees it, I recommend PVC.

Matters less for bathrooms thann for kitchens, but why use chrome if it is not exposed to view. Harder to repair, not as many places carry parts, and assuming you mean chrome plated copper, is less resistant to drain cleaners. Not as big a deal with bathrooms, but in kitchens copper tends to corrode easier with various food items and rinsed down chemicals going down it, so I would say use black ABS wherever possible - MUCH tougher than the cheap white, brittle PVC that is the cheapest product.
