Why don't HVAC technicians offer NU-22B Or R-22 replacement options when the price of R-22 has increased so much?

I have a Trane Unit that has frost freezing on the pipe. Last year the HVAC tech claimed to "not be able to find" the leak thus band-aided the problem and charged me for R-22. This year, with the same problem, was told by a different HVAC tech that I had dirty coils wanting to charge $150 bucks to clean them then they could assess the problem not to mention the cost for more R-22 because I was "low on Freon" though I told them that the tech from last year, advised of the leak. I paid my warranty fee of $75 not feeling good about all they claim they needed to do (that were outside of my warranty plan) so I didn't approve. Later, I researched R-22, needing to understand the cause for the high costs per pound and that it will be totally phased out by 2020. Additionally, I learned about the R-22 replacements but I choose to research ICOR NU-22B, which is safe for the environment. My questions is: Why aren't the HVAC Techs offering the conversion/replacement options to the customers?
