Assuming you mean a TRane XE-70 furnace.

Sounds like it has frozen up bearings, failed starter capacitor, or the blower fan itself is jammed by debris or such - turn off power to unit till fixed. Would have to be taken out to check for jamming and to test the starting circuit - could be the motor itself is OK if it has not been sitting stalled like that for long - many fan/blower motors like that are designed to be "current self limiting" - they will not pull enough amperage to burn up the wiring if they stall, though they do heat up so sitting for a long time stalled so after a while can still ruin the motor.

Unless there are access issues because the furnace is in a tight spot, the XE70 blower is quite easily accessed - changed one out not too long ago in less than an hour, so depending on whether you get an aftermarket motor ($100-150) or OEM ($250-300), should probably run you $300-500 installed.
