Could not find a specific regulation to that effect (county regs do not appear to be on-line), and Tennessee laws on public nuisances emphasize abatement of places with habitual criminall activity. However, almost all cities and counties have public nuisance abatement laws regarding "trashy" looking properties, so likely yes if this stuff is out there for more than a short period - like a week or less while painting or replacing flooring or such. To avoid a citation, could you store it in your garage - which would also protect it from weather and rodent/insect infestation and damage as well ?.

My recommendation - and to help protect against rain also - you could buy a couple of sheets of plywood and paint them in the house color to conceal them ? Or buy a cheap tarp in a compatible color (come in green and black and brown that might blend in well with a house - a lot better than the objectionable blue or silver tarps) - run about 6-12¢/SF depending on size and how heavy duty they are - so probably $25-100 range for a 20x20 up to a 20x48 tarp which would probably cover the entire porch, plus a couple of $ for a 100' 1/4" nylon rope to tie it down with.
