can i install a ceiling fan in a second floor condo? The ceiling does not have a box

Sure - though if it does not have an accessible attic or floor joists above it to run the wiring through (like with many cathedral ceilings) you may have to have exposed conduit running to the box, like this (which can be painted or concealed) -

My recommendation - whether or not your fan will have separate lighting controls on it, have the switch and wiring done for fan and lighting both sothey are there if you want them in the future.
