Could not find either a copy of the building code amendments for your area, or a fact sheet on decks - so you need to call the Building Department and ask.

Generally - under the Uniform Building Code and International Building Code, which ost locales use as their basic code, up to 10x10 or 10x12 and not more than 3 feet off the ground does not need a buildeing permit - but some areas do require it. Also, some areas base the permit fee on the installed cost of the construction, so EVERYTHING over about $250 or $500 has to have a building permit - and many areas base it on the commercial cost of having it built even if you DIY much cheaper.

And if exempt - note some areas measure the deck surface, some measure the outside dimension of the railingsor failing posts (whichever stick out further) so if trying to stay under the limit don't get caught by that.
