Then the screen (at least) needs replacing - assuming some nasty friend has not put on one of the static-cling plastic sheets with a fake broken screen imge on it over your screen. You can find alot of previous similar questions with answers in the Home > TV Repair link in Browse Projects By Category, at lower left.

Be aware of the cost for a new equivalent TV, because with Walmart and such dropping pricing so dramatically, for small TV's (commonly about 30-40" size) and below, it is commonly cheaper to replace than repair even if the repair is not major like yours is. With a broken screen, which has to be replaced (not fixable) commonly that part is about half the cost of a new TV till you get to real big screens so in many cases add labor and your are getting near to the cost of whole new TV which also comes with a warranty, and that assumes that when the repair guy gets into it he does not find more wrong, so be aware of your budget limitations on repair versus replacement.

BTW - if you do end up getting a new one, there arre people out there, including TV repair shops and individuals, who buy broken screen TV's (so they know pretty well what the problem is and can figure the repair cost) and will buy the larger sizes for a hundred or few $ and then fix it up for resale as a used TV. Try TV repair shops and Craiglist, for example.
