When I said a foundation just had to be permanent to meet federal government and many lender's requirements - I failed to mention there is a certificate that has to be signed that the ofundation is proper and suitable for the local conditions - and in most if not all states this has to be signed by a professional engineer (usually Structural or Civil) meaning the foundation has to be designed by that engineer up front, then built per the plans and inspected after completion. Generally, a contractor cannot just doa foundation and do the certification to meet federal requirements for lending.
